No - Apple Watch does not have a built-in blood pressure monitor.

It does have a built-in heart rate monitor.

Keep in mind that monitoring blood pressure requires a cuff around your upper arm or wrist that inflates and deflates to make measurements. That's the only way to measure blood pressure other than implanting a sensor in your circulatory system. So the only thing the watch can do is control the cuff.
