I'm consistently getting this error on my iPhone 6s. I have tried everything below on multiple networks:

The same exact same thing happened last time I updated the iPhone. The update was pulled and the new updated worked right away. Really frustrating especially when the error message is inaccurate.
iPhone 6s, iOS 9.3.4
Go to Settings > General > Storage & iCloud Usage > Manage Storage (the first one) > and if there is an update listed, delete it. Then restart the device, go to Settings > General > Software Update and try downloading the update again.
If this does not help try updating through iTunes on your computer.
I tried deleting the downloaded update many times under Settings > General > Storage & iCloud Usage > Manage Storage (the first one) > ... and it does not help.
Per suggestion, I tried to update using iTunes and it also failed. I did get some additional details but I don't understand what it means. iTunes displays the message "The iPhone "iPhone" could not be updated. This device isn't eligible for the requested build." Then I click the "More Info" button i get pointed to this website:
