Q: Can't complete in app purchase please contact iTunes support, I have store credit.

I Tried to purchase some gems from clash of clans, it gave me an error that my purchase could not be completed, to contact iTunes support via the link given, I did some research and none of the suggestions worked, i called Apple and they were baffled by my situation, that engineers would look into my issue, is there any known fixes? As its with store credits.
