Change country/region in app store

The Philippines is the country that you want to change to, and you are currently in the Philippines (you can't use a country's store if you aren't in the country) ? If you don't have a valid payment method for the country you could try contacting iTunes Support and see if there is anything that they can do, use the 'contact us' link at the bottom right of every page on here
