Q: Moving everything but system files from one user account to another

I'm getting a persistent error message, (MBPro, Mt. Lion) "com.apple.dock.extra quit unexpectedly."

I've determined that it's just on my main user account. I would like to move everything over to a new user account except the corrupted files, which I'm guessing are the system files.

Can I use my time machine backup to do this? I probably don't have enough hard drive space to drag everything over to a shared folder, then import into the new user account.
