Could we unformat an iPad or choose what data we want to restore from the account we had before formatting?

I Formatted my iPad because it freezed , and I couldn't control it . It was formatted I think using a laptop . Is there a way to view the data before the formatting and get back / restore what i want . I had a different Apple ID account before formatting , and after formatting I created a new one . I don't remember the account I had before the formatting . If I did , I could've logged in to it . Is There a way to see history of iPad all the formatting and different accounts ? I had purchased many apps on my old account. I have heard that even if we formatted a device , the data is still stored somewhere in the world . There are several apps that I've heard about like disk warrior that can restore data I think. Does it work on Apple devices ? I've heard about different apps like Time machine , is it useful ?
