distribute Apps via Apple Profile Manager without VPP or DEP

VPP is not eligible in my country and I have a punch of iPads need to manage and deploy Apps with Apple Profile Manager.

I successfully enrolled devices to the server and easily manage restrictions but can not distribute Apps as once pushed to devices, it asks for Apple ID, even if I enter it, App does not work and suddenly shutdown.
