I've seemed to misplace my old phone and I think someone has now stolen it. However since it was my old phone it was like a back up and it is not on any service. Is there a way the poli or I can still track it with imei or serial number?

It is not possible to track your iPhone via the serial number or IMEI.
Find My iPhone is the only way you can track or locate your lost / stolen iPhone.
If Find My iPhone was enabled on your iPhone before it was lost / stolen, then you can activate Lost Mode. (If your iPhone is offline at the time, that setting will take effect the next time your iPhone is online).
