If the purchase wasn't done on your iTunes account(s), nor family members accounts if you are a family organiser in family sharing (and it's not a temporary store holding charge), you should contact your card issuer.

If it's on your account then change the account's password via http://appleid.apple.com (What to do after you change your Apple ID email address or password - Apple Support) if you haven't already done so
