pretty sure that to restore a device from the backup of another device these days it has to be the same ios version

which it obviously can't be with iphoen4 max ios 7.x and iPhone 6

only way I can think of is to restore both to factory settings follow these steps https://support.apple.com/en-us/HT201351

then sync the devices and activate them to each the appleID they are to use

and then sync the music and apps if they are in their iTunes on the computer otherwise with apps in ios->app store->purchased->not on this phone

If its really an iPhone 4, then the iPhone 4 will not be able to get the Apps and content from the iPhone 6, except through manual transfer.

If its an iPhone 4s (note the s), and both iPhones have the same iOS version then:

    1. You'll need to Backup each iPhone to a computer or iCloud.

    2. With that done, you'll need to go to o2, and have them transfer each service to a sim card that can fit in the other iPhone.  The iPhone 4(s) uses a mini-sim card while the iPhone 6 uses a nano sim card, you cannot use the sim card from one in the other without involving o2.

    3. Once you have the sim cards changed, you'll need to restore each iPhone with the opposite backup so you can get all content and apps transferred.

You need to keep in mind the whole 8GB<>64GB thing too.

A full swap between the 2 phones may be impossible for that reason alone. If using a backup/restore approach, you can't selectively restore the 64GB of data to a phone with only 8GB of space. Depends on how full the 64GB phone is.
