Q: Purchasing a new IPad

Backup your current iPad to a computer or iCloud. When you have the new device, restore it from the computer or iCloud. You should get everything restored back onto the new iPad.

Doing it via a computer's iTunes is likely to be better, an iCloud backup doesn't contain everything e.g. your own music (e.g. copied fro CDs) in the Music app, your own videos in the Videos app, and photos synced from a computer. If doing it via iTunes, then as well as backing up do File > Devices > Transfer Purchases in iTunes to copy any purchases over to the computer that aren't already on it ; the restore will look to pick items (e.g. music) from the iTunes library

There's no reason you should lose them.  You can keep using your same Apple ID and transfer all your content to the new iPad.

Backup your current iPad either to iTunes or iCloud, and use that backup to setup the new iPad, and you will keep all data and apps you had.
