It is a phishing attempt. The address listed is not an Apple address. You can forward the email to Apple as an attachment to reportphishing@apple.com, then delete the email.

Unless you logged into that link, your password should be alright. But if you do change it, there are several things you need to do as well, like signing out of the App Store and other things. There is a support document about what to do, but I don't have access to it right now, I'm at work.

I cannot answer why that is not working. That is the email that Apple states to use to report phishing.
Retry forwarding the phishing email one more time. I personally wouldn't bother reporting phishing email. It's a losing battle but if you think reporting it will help other users, do it. What is more important to me is users ability to tell the difference between real/legitimate email from fake ones (phishing email).
