I can't create an Apple ID to update to El Capitan

Hello guys ,

So i am trying to create a new Apple ID and i did it on Apple's site , but when i go to App Store it ask me to enter even more information . I did it but i says contact apple.com/support etc . What is wrong and how can i resolv it ?
