I have a macbook with snow leopard and backed up to timemaschine. How can I bring the iphoto library from the macbook with 10.6.8 to the new mac with OS 10.10.5?

You will need iPhoto v9.6.1 on OS X 10.10.5 in order to migrate your iPhoto library to the Photos Library. The last iPhoto update on Apple's download server is v9.4.3.
The iPhoto on OS X 10.6.8 is sufficiently old that there may be no direct migration path to iPhoto v9.6.1 — if Apple still provided a download link, or App Store update to the last iPhoto update.
Perhaps someone else can add to this scenario.
