Maybe that person doesn't have imessage enabled while being out internationally or that person isn't connected to wifi or cellular data.

It sounds as if your iMessage is not activated, or the person that you are trying to iMessage is not an iOS user, or does not have iMessage activated.

The only way that iMessage works, and does so for free, is if your iMessage has been activated, your device has an active connection to the internet, and the person that you are trying to message has the same thing, i.e. iMessage activated and an active connection to the internet. If the bubble is green, then that is SMS, which is controlled by the carrier, and would require an international SMS account. If you are not connected to wi-fi, then you would have to have your cellular data turned on.

That person will need to be connected to wifi or cellular data in order to send and receive imessage.

No. You don't both have to be using WiFi. You both have to have a data connection. That can be WiFi or cellular data. If one party or the other does not have an active data connection, iMessage will not be able to send. If you have Send as SMS turned on in settings, it will then fall back to sending it as a standard SMS text message.

iMessages should consume very little data. Sending photos and videos will consume much more than text. If your data plan is so limited that you can't afford to send iMessages, you really need to look at bumping up your data plan.

you need an Apple ID account and data connexion LTE or Wifi, the person who receive need to have an iPhone to and the iMessage turned on. It may take till 24 hours for activate iMessage Add or remove your phone number in iMessage or FaceTime on your iPad, iPod touch, or Mac - Apple Support

If the message box is green, then the messaging app is sending an SMS text message, not an iMessage.  You would pay whatever fee your carrier charges for international SMS text messages.

If you are registered for iMessage and have wifi available, then the issue would seem to be that the recipient is not actually set up for, or is currently unable to use iMessage.

iMessage itself is a free internet messaging service, but if you are connecting to the internet in a manner that charges you for access or data, then those charges will always still apply.  In other words, if you use a cellular internet connection an iMessage will count against your data plan with your carrier since the data connection is not free.
