What is the size of the ios 9.3.5 update supposed to be?
I connected my iphone 5c to my macbook, opened itunes, and itunes prompted me to download the update. The update size says 1.59 GB. I read that it's only supposed to be between 30 and 40 mb, so I was suspicious and paused the update.

I had to look up what "delta files" are. For the clueless, delta files or delta updates are a smaller file size because you're only downloading code that has changed, versus the whole program - which is what downloading an iOS update from iTunes is doing, I assume.
iTunes updates are the complete IOS files, not just the delta files like the Wi-Fi Over the Air updates. You are ok, no concerns.
