How do you play your music if you can only listen to it with wifi? And how do you download itunes onto your chromebook?

You don't. There is not a version of iTunes that will run on a Chromebook. Where are you only getting the option to play music on wi-fi? Can you explain your situation a little clearer, and someone may be able to assist you.
You can listen to your Apple stream music off of wifi, on an Apple device that has internet connection (3G, 4G, LTE, etc.). If this is the issue, then you simply need to ensure the setting is turned on to play apple music of cellular data. You can find this option under:
Settings > Music > Streaming & Downloads
The issue is with iCloud. If you have iCloud turned on, your phone will only play purchased music when you're connected to iCloud (usually via wifi.) If you turn off iCloud and connect your phone to iTunes (via USB to your computer for instance), iTunes will download all selected music to your phone and you'll be able to play it without wifi. But again, if iCloud is on when you connect to iTunes, iCloud will override iTunes and allow access to your music via iCloud only.
