My iphone is completely dead

My iPhone is completely dead and I have tried to remove the icloud lock on it I did it online and its showing on my account as being deactivated but whenever you look under the imei number its still stating that its locked and I am not sure what else to do to deactivate it I did it on icloud and iTunes the only thing that I think maybe causing all this is the fact that the iPhone is not able to power up so I can not turn it off from the phone itself. Is there any help or suggestions. Thank you

It was a little difficult to read your post since you did not use any punctuation and had one long run on sentence. Anyhow, I need you to clarify the power status of your phone. You say that you cannot power it up. If you cannot turn it on at all, then anything you try through iCloud will not work. In order to use iCloud with the phone, the phone has to be on and connected to the Internet. Try plugging it into a wall outlet for at least an hour then try a restart reset by holding the power button and home button until you see the apple then let go. See if this wil start your phone.
