Was it bought new from the Apple Store?

If not, your iPad cannot get the free apps.

Not in the Apple store but new out of the box with an authorized dealer.

I don't see where apple specifies that the devices must be bought in the app store obligatory to apply for this.

I also have an iPhone attached to another apple id and with the same purchase conditions and all the apple apps can be dowloaded for free  .

Well, because Apple do not sell "new" when it's not.

If the device was signed in with an Apple ID before then signed out again then the device is not new.

Then uses that same Apple ID and download them under Purchased.

I really don't know how to be more specific. The device was TOTALLY new, bought, opening the box and activating for the FIRST time in august 2014. Of course i know Apple doesn't sell used devices, but do you know that not only apple sells new iPhones, iPads, Macs, accesories, etc?, also a lot of large department and/or retail store chains, telephone carriers, etc., as Apple's authorized sellers, where the device was bought.

The only thing that was older is my apple id but as i understand, it doesn't matter because the determining factor to have the apple apps for free is that the device complies with the date.

I don't want to attached this device with my other Apple id because this one is intended to use separately and for other purposes. Independently that it's supposed that this should work as Apple claims:

"Get Apple apps for free on your iPhone, iPad, and iPod touch

You can download some Apple apps for free if you activated or purchased an iPhone, iPad, or iPod touch with iOS 9 or later on or after September 1, 2013."

    Again only from Apple Store.

Apple has no control over 3rd parties stores procedures.

I suggest you bring it back to the place you bought it from and demand a refund.

What happens when you try to download the apps? Have you followed these instructions to the letter: Get Apple apps for free on your iPhone, iPad, and iPod touch - Apple Support

Have you contacted Apple Support as recommended at the bottom of the article?

    Best of luck,

Yes i have followed the instructions as you mention, i tried to contact support but the device is out of warranty, it has 2 years now, and so Apple want's to charge me ($) for the support.

    Thank you very much!

Thanks anyway, but i don't think this could be the solution. I think that BestBuy is going to send me very far away with my claim.

Best Buy is not the best buy after all.

I wonder why you buy Apple devices there since Apple can price match it?

Try contacting Apple again. You are not calling in for Warranty Service, they should not charge you to straighten out how to get your free apps on your device. Every Apple product I have is out of warranty, but with the exception of having my Mac Air battery replaced, I have never had to pay Apple to help me with any issue that I have set up a call to discuss with them.

    Give it another try.

Thanks for your help, really appreciate it, but I suggest you make suggestions, despite the redundancy, a little more productive, realistic, focused and with a little touch of positive light.

    Either way once again, thanks!

Could you please tell us how Apple solved the problem?  Is there anything you can tell us, that would help others in a similar situation? Or did Apple just have to fix your purchase history, something we cannot do on our own without the help of Apple Support?
