Can I use the same microphone (lapel mikes through a sound board into my mac) to record on garageband while also broadcasting on a live stream (google hangout on air?)

Technically yes.

Whatever audio signal you feed into the mac, shows up as an audio device, that you can configure in the Audio MIDI Setup utility. Whatever app selects that Audio Device as its input will receive that signal. There is no either-ot. However, there is one thing you have to be careful. Some app will "control" that Audio Device, meaning setting its Sample Rate, Bit Depth, etc. If two apps have that capability, then you might get conflicts.

Just make sure that you have set the apps to the same Sample Rate.

Hope that helps
