You could try treating it as a security issue.

Go to https://getsupport.apple.com . Click 'Apple ID', then 'Forgot Apple ID security questions'. If you have any problems with that try this form: https://www.apple.com/emea/support/itunes/contact.html . You will be asked to provide some form of identification.

I went there and tried to changed the security question. But they said they don't have enough information to change my security question. How should i do?
