The only two issues with the feed are minor and I wouldn't have expected them to cause a problem. The 'length' attribute in you enclosure tags is "10" in all cases - it should be the file size in bytes. I'm not convinced that the Store takes any notice of this but it might be worth correcting.
You have no 'guid' tags: these are used by the Store to check whether there is a new episode and each must be completely unique (often people use the media file URL) - AFAIK the Store uses the actual media URL in the absence of this tag so it shouldn't matter.
As it passes Apple's own validation I don't know what's going on. Possibly some sort of glitch: give it a couple of days then try again. If it still fails, try emailing Support (be sure to emphasize that it passes their own validation).
