You can not download apps outside of the app store. What bug are you talking about?
No.
There are ways for developers to get apps on their phones for testing, etc. but assuming you're a normal user like the rest of us, no. All apps must be installed from the app store (this includes apps installed using iTunes on a computer as the apps still have to come from the app store).
How can I communicate to apple the discovery of a link via safari, connects me to a store that allows downloading apps of dubious origin even on ios 9.3.5?

Organisations can use the Apple Developer Enterprise Program to create proprietary apps for iPhone and other iOS devices and to distribute them to employees.
