Organisations can use the Apple Developer Enterprise Program to create proprietary apps for iPhone and other iOS devices and to distribute them to employees.

Apple recommends using an MDM (mobile device management) solution to distribute such apps, but they can also be installed via a secure website operated by the organisation.

If you are not installing an app from your organisation, Apple advises that the best way to protect your iOS device is to only download and install apps from the App Store.

There are ways for developers to get apps on their phones for testing, etc. but assuming you're a normal user like the rest of us, no. All apps must be installed from the app store (this includes apps installed using iTunes on a computer as the apps still have to come from the app store).

You can not download apps outside of the app store. What bug are you talking about?
