It's all a matter of how the recipients' email programs deal with attachments. Many Mail programs will open any file they can handle, including JPGs and PDFs, by default and if the recipient hasn't changed this there is nothing you can do about it. The only workaround is to zip the file first, then it will be delivered as an attachment leaving the recipient to unzip it and open it.

to create a pdf, there is typically an Option to Print the output to a PDF file.

You can sometimes improve the ability to receive attached files by placing them at the END of the email, or sending a message "here comes your document", then immediately sending the attachment in the next email all by itself with no text in the message area.
