My phone will not upload any photos to the iCloud Photo Library. I have done all the normal solutions. Nothing has worked to fix this issue.

Have you tried logging out of your iCloud account, then log back in?

Thanks for your suggestions. Yes, I have tried those. They didn't work. However I figured out the solution on my own. My phone was low on storage - hence my need to upload and optimize my photos. I realized that with various other iPhone tasks, you need adequate free space for it to perform. So, I gradually made space available. Once I reached approximately 300mb of free space, the iCloud Photo Library upload started working and optimizing. Too bad Apple doesn't know about this fix.
