No, Apple stopped supporting Safari for Windows many years ago.
You may find some unscrupulous download hosting sites claiming to have it--AVOID THEM at all costs. In addition to given you an applicant that was last updated in May 2012 and therefore no longer secure, those sites commonly will give you malware too.
