Q: no titles to choose in iMovie

You need to drag the title to the timeline and place it above a clip.  It will shrink to a small icon.  Then click on the title icon and the title will appear on your preview screen with a place to enter text.

Open iMovie holding down the command and option keys and select to delete preferences. If you still see no titles in the title browser then reinstall iMovie.

I would reinstall iMovie. Place iMovie app in the trash but don't empty the trash as a precaution in case the reinstall fails. Sign in to the App Store with your apple ID and select the purchases tab. iMovie should be there to install.

Are you saying that when you are working on a project, and click on "titles",   you see no titles displayed?

Then I agree with Wanamaker's suggestion to reinstall iMovie per his instructions.
