iOS users were recently warned to proceed to an upgrade to iOS 9.3.5 because of a security issue.
Our iPad Mini is actually running 9.3.4
but when we try to update through the "General" menu, it keeps looking for an update endlessly.
We tried several times waiting for as long as 20 minutes, but with the same result.
Update on an iPod Touch was made easily.
There are no such updates on the App store.
Is this update only for iPhones, or for all iOS devices ?

I'm sure it's for all iOS devices. Try restarting the device by simultaneously holding the power button and home button. Keep holding them until it restarts. Release the buttons and retry checking for updates when ready.

The 9.3.5 update applies to all iOS 9 capable devices.
Use the steps listed in: Restart your iPhone, iPad, or iPod touch - Apple Support
If a restart is not helpful, use the Force Restart steps.

You are welcome...IMHO a Force Restart is an essential first step in solving many iOS problems. I'm not sure why Apple states: "You should force restart your iPhone, iPad, or iPod touch as a last resort, and only if it's not responding."
