    You'll need to talk to your carrier about it. It's completely carrier dependent whether they charge anything extra beyond the data usage.  Some carriers are known to do just that,

    Assuming you are referring to a Hotspot connection, any charges would be from your Cellular provider. Contact them for details regarding your account.

    In most cases, tethering (a.k.a. personal hotspot) is included with your data plan.  However, the cellular evil empires seem to make monthly changes to what is allowed on each of their plan types.  Therefore, if the option exists on your iPhone, then it's likely included in your data plan.  However, you should do some homework on your cellular provider's website to determine if your particular plan has an caveats to billing or throttling.
