Q: Activation Lock Error
I'm attempting to log into iCloud on an iPhone, but every time I try, an activation lock requests an old iPad's passcode that is long since erased with no current passcode, so I'm stuck. Is there a way to turn this off? The iPad is not on my iCloud devices list, Find My iPhone, or anything else. It is completely disconnected from my account.

If you can't activate your iPhone - Apple Support
It requires the Apple ID and password of the previous owner. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund, if you can, or take it to an Apple store for an exchange provided they will help you.
