Optimising iPad Pro Photo Library Storage Not working

I have an iPad Air 2 64gb and recently bought an iPad Pro 9.7" 32gb as I never really utilised the 64gb of storage of the iPad Air and so didn't mind the reduced storage capacity of 32gb. I had approx 13.40Gb of pictures/video on the iPad Air which I rarely ever looked at and so the day before I backed-up the iPadAir to restore to the iPad Pro I turned on "Optimise Storage" in the Photo & Camera settings in order to reduce the amount of storage used. However, having now backed up the iPad Air 2 and restored the back-up to the iPadPro, the iPad Pro now shows that pictures/video is still taking up a massive 13.4gb of memory and so the Photo Library "Optimise" setting has made no difference at all to the amount of storage used for pictures/video. Has anybody else had the same problem and and ideas on how to make it work ? Optimise iPad Storage is turned on in the Photo & Camera settings of the iPad Pro but, 24 hours since setting the device up, pictures and video is still taking up a massive 13.40Gb of storage on the device !

Can anyone please advise how I can get Optimis iPad Storage to work ? Thank You.

Thank you for the response LACAllen.

I fully understand and appreciate what you are saying but I am constantly getting "Memory Almost Full" notifications on my new iPad Pro and unless I physically delete an ipad, picture or video, the memory problem doesn't improve over time which, with "Optimise iPad Storage" turned on, I would expect it to do so. Just above the "Optimise iPad Storage" check box in Photo & Camera settings there is a meessage saying "Low Disk Space - Uploading 3,030 Items" but nothing seems to upload and the mavailable memory on the device stays the same (unless I physically delete something myself).

What I would like to do is delete all pictures/videos from the iPad Pro and then be able to view them in the iCloud Picture library only as and when I want to, is that possible ?

Thanks again.
