Safari quit on iPhone 5s

Safari is not working on my iPhone 5s. I receive this message:

safari cannot open the page because there server cannot be found.

All apps attached to it will not open either including the app store. How do I replace the safari app on my phone or reconnect it to my server. All other devices in my home are operating fine.
