What leads you to believe it doesn't have Facetime? Did it come from the United Arab Emirates, Saudi Arabia, or Pakistan, where it is banned? (see Find a missing FaceTime app - Apple Support for reference)

iPhones bought in other countries than those three can have FaceTime.

If you received the iPhone from someone else and don't know where it was originally purchased, maybe you can call Apple and ask? The serial number of the device should be written on the box. It's normally on the sticker with the bar code.

I was asking cuz I bought it from UAE

If you bought a new iPhone from an authorized reseller in the UAE it will not have facetime and FaceTime cannot be added nor enabled on it.

If you bought it from an unauthorized reseller, there is no way to know where they originally got it, and thus no way to know if it does or does not have FaceTime until you activate it and see.
