Q: How to disable shared payment method and turn off ask to buy on adults?
A recently added member to our icloud family is an adult, but when they tried to purchase an app in the store, the notification showed up saying that the family admin had to approve the transaction, as it would be paid from their account. The new member has a separate iStore credit that they wanted to use, but now there seems to be now way for that anyomre, neither in the App, nor the iTunes store.
please help, where do we change the settings?
iOS 9.3.5

What exactly happened wen they tried to buy something, what messages/prompts showed on the screen ?
To turn off ask to buy (that is only available, for enabling on an account, on under-18s ; if the person was over-18 when added they won't have 'ask to buy' enabled) : Request and make purchases with Ask to Buy - Apple Support
For their purchases, their balance should automatically be used, there isn't a setting for to change how items are billed. 'Ask to buy', if enabled, will apply to all of their purchases, irrespective of whether they have a balance on their account that covers the total price. And for a person's first purchase (possibly per device) they might be asked for the security code of the organiser's card, that doesn't mean that the card will be charged for the purchase (though they may receive a temporary store holding charge, which the card issuer should automatically remove)
