I have iTunes set up on my PC with Home Sharing turned on and my music library uploaded to iTunes. I would like to access that library from my new iPad using the same Apple ID. I can't find my uploaded library in iTunes. I also cannot access iTunes except through the iTunes store.

To remote play/stream iTunes content from your computer to your iDevice, you need to activate Home Sharing on both iTunes on your computer AND on your iDevice under the Music and Videos settings panels in your iDevice's Settings app.
Some iPhone and iPad apps of the same app and version are different and take advantage of the iPad's lsrger screen and require that you pay for both an iPhone and iPad versions.
This stated, in the iOS App Store, if you tap on iPhone only, you CAN find and download the iPhone versions you purchased for your iPhone and download them to your iPad, but you will need to tap the zoom button at the bottom corner of the iPhone app screen to enlarge it to fit the iPad's screen or leave it at iPhone size screen.

I don't want to download ALL my music (over 18,000 tracks) to my iPad. I just want to be able to go to my iTunes music library to download whatever I want to listen to at that time. I would also like to have some of the Apps that I purchased for my iPhone on my iPad.
On the iPad your iTunes files are accessible in separate apps: Music, Videos, Podcasts. There is no iTunes app on the iPad, only an iTunes Store app.
To get your iTunes files onto your iPad, you should be syncing them.
