Q: After upgrade to El Capitan About This Mac does not work"
After upgrade to El Capitan when clicking About This Mac nothing happens and when double clicking System profiler I get the error message The Application "System Profiler" can't be opened. I have run disk utility, tried in safe mode, and as a Guest User and all are the same.
This is a MacBook late 2008. It was on 10.5.8. I did a clean install of 10.6.3 with upgrades to 10.6.8 then upgraded to El Capitan. I believe it was working at that point. I then migrated the user account from a back-up image of the 10.5.8. That may have been when it stopped but I'm not sure.

Thanks for reaching out to the Apple Support Community. I know how important it is to be able to rely on the utilities your Mac provides and I'd like to help you get things working again. With the troubleshooting you've already done it looks like this is a system-wide issue.
From here what I'd recommend is reinstalling OS X El Capitan using OS X Recovery on your Mac. This should not delete or wipe any of your data, but it is recommended that you make backup before doing so incase of emergencies.
