Can't add Apple Pay with Kohls card

i am in a round about battle between Apple and Kohls as to why I can not get my card added to Apple Pay. First after getting prompt that my card cannot be added and to call card issuer I call kohls who says they are just waiting on information from apple to finish he registration so I call Apple who tells me everything is fine on their end so I call kohls back who say that the phone number doesn't match (some 844 number mins is 817) and to contact Apple to change it soni call Apple who tells me that they can't change information they get from financial institutions and to contact the card issuer so I called kohls back ( at this point i want to cancel my card or th my phone out the window) and they say that there is nothing more they can do. Neither company can help me find out why a service that they offer in conjunction with each other is working for me. Has anyone else had this issue?
