Q: iTunes Match not uploading to iCloud

I have over 800 songs in iTunes on my PC laptop and only 303 on my iPhone. I subscribed to iTunes match, I used the same AppleID on both devices, and no songs have the cloud symbol saying that can't be uploaded to iCloud. How do I get my PC laptop to start uploading the additional songs to iCloud so I can have them on my iPhone 4? Thanks!
