I have OS X El Capitan version 10.11.6 but my MAIL version is only 9.3. I have read that there are several newer versions of mail (ie 10.5.6) but I can not seem to find a way to get the update. Can someone please guide me to an answer?

9.3 is the latest version for Apple Mail.
You have the newest non-beta version of it.

Mail v, 9.3 is the latest version that comes with El Capitan. Mail is installed with the OS and can't be downloaded/updated separately, anyway.
A newer version might be included with the next version of macOS.
