Q: Multiple Internet Browsers Using High CPU

I am currently experiencing an issue in which both Google Chrome (version 53.0.2785.89) and Safari (version 9.1.2) peak between 87% and 101% CPU just from opening a webpage. This problem persists after deleting cookies and disabling extensions. In the Chrome task manager, the browser itself uses 90-100% CPU. Solutions would be appreciated as it is very frustrating to have webpages take longer to load than they should. System specs are below.

MacBook Pro, 13-inch, mid 2012

Processor: 2.5 GHz core i5

Memory: 4 GB 1600 MHz DDR3

OS: OS X El Capitan (version 10.11.6
