Battery % is not that accurate and is a little dependent upon load. At lockscreen the load is lower than after logging on since more services are running after login.

THus, what you seeing is normal

I've noticed this on mine as well and it does not appear to be a problem. Battery percentages on your computer are not a direct measurement, but instead they are adjusted so that it remains 'fully charged' when the actual percentage is at or above 95%. This is done to protect the battery when it is left plugged in fully charged. In this specific situation, the number you are seeing at login is the direct measurement of charge remaining over full charge capacity. You can see this by going into the System Information app and selecting 'Power' on the left sidebar. This provides extensive information about your battery, including the charge remaining and full charge capacity. If you check this immediately after you turn on your computer and calculate the percentage by dividing charge remaining over capacity, it will be the number you saw at login, but not the number that is currently displayed. Why the percentages are not adjusted as soon as they are displayed, I don't know, but as lllaass said, you do not have a problem and there is nothing that you can or need to do to fix it.
