Running current software on Mini and 10.6.8 on an older laptop.
Both keep flashing MacKeeper and other popup ads. I've removed cookies multiple times and checked block popup, but to no avail.
Need the killer solution to stop this.

That sounds like adware. I wrote a little diagnostic program to help show what adware is installed. Download EtreCheck from http://www.etrecheck.com, run it, and paste the results here. EtreCheck is perfectly safe to run, does not ask for your password to install, and is signed with my Apple Developer ID.
If adware is installed, EtreCheck will help you remove it, although you may have to supply a password. If you aren’t comfortable with that, just post the EtreCheck report here and other helpers can tell you exactly what files need to be deleted and how to do so.

BUT
the fact that this happens on BOTH Macs brings this question to my mind:
" are these MacKeeper popUP/UNDERs happening on ALL pages visited OR just one (or a select few)? "
Also, what specific "action" by you triggers the misbehavior? Click anywhere at all on a page of the website?
If yes, this is either by design of the site owner OR the site has been hacked.
I have used Firefox browser for a long time. It has an add-on available (only FF, as far as I can determine) that is an effective killer of these critters (requiring manual updating of a local 'blacklist' - but it's easy)

I have the same issue with the Mini, which normally runs Safari.
But the older laptop normally runs Firefox and has the same issue.
I've wondered the same thing -- is it a page or pages I'm visiting?

You need to make notes on paper about the sites/pages that cause trouble
If a site where you think that they would never get in bed with MacKeeper, they have been hacked and you need to let them know. I have seen all kinds of innocent sites fall victim - and they never notice because they never surf their own site!
Firefox will 'import' darn near everything from Safari. With a few minutes of tweaking, you may not even notice much difference.
I am pretty certain it is the sites you are visiting - only your "eyes wide open" testing can tell for sure.
