Need to find the owner of an Apple iPhone 6 I found in a parking garage in Orlando Florida. The iCloud activation lock is activated...what should I do?

Not much you can do other than report it to the police with the serial number.
If the phone ahs not been wiped, you can try invoking Siri by pressing and holding the Home button. If Siri comes up, ask, "Who owns this phone?". If the information is recorded under "My Info", you might get lucky.
If the phone has already been restored, you should turn it into the police.
