Q: Dictation Commands drop-down menu is empty.

MacBook Pro (mid-2012), El Capitan 10.11.6

In the Accessibility Preference, Dictation, Dictation Commands, all of the commands are selected.

In the Dictation & Speech Preference, Dictation, Use Enhanced Dictation is selected.

Dictation is "On". 

When I click on the microphone icon at the top of the screen and select "Show dictation commands" the resulting drop-down menu is empty.  Yesterday, the drop-down menu listed all of the dictation commands.

How to fix and what did I do wrong?
