Airport Express not sending a signal

I have a new modem/router and attempting to extend network with my time capsule and airport express. My express isn't even appearing in airport utility or the wifi preferences. Ive attempted to create the same network previous established on my time capsule to see if the express would connect or appear but nothing's worked.

AMany suggestions?
