If that doesn't fix it then contact iTunes Support : https://www.apple.com/emea/support/itunes/contact.html
You have to be in a country to download anything from its store (that is part of the store's terms), if you used the UK store when not here in the UK, or the US store when not in the US, it's possible that Apple have permanently disabled the account.
