Is that considered a re-wrap that does not involve a quality loss or a decode/encode process that does involve a quality loss?

Copy to library and leave in place are two different things, so it depends how you import. If you do the standard import from a camera card, the material is rewrapped and considered lossless, the codec is unchanged, the audio is converted to AIFF, and put into the QuickTime framework.
Thanks Tom, so in that case if I ingest just one file from an AVCHD(h.264) camera card and then export it as a QuickTime(h.264) file, the whole process is still considered re-wrapping with no encoding and thus no quality loss?
It's recompressed in the export process. There will technically be some loss, whether it's noticeable by a human without measurement testing is another matter. All things being equal, and you use a high quality export choice it should look the same.
