Updates to apps are free to download - or do you mean an in-app purchase ? If it is an IAP then as long as you aren't a family organiser in family sharing your balance should have been used, if it wasn't contact iTunes Support and see if they can see why it didn't.
And you already know that you are only talking to fellow users on these forums, not iTunes Support nor Apple, nobody on here can potentially refund you. Also purchases are considered final, though if you bought the gift cards from Apple and you haven't used them, you could try contacting the store that you bought them from and see if they will refund you.
