This is the most basic of "Missing Features". Neither the itunes remote app, nor the new Apple TV Remote App can cause your TV to turn on. The siri remote can -- and it's not doing it over IR, it's using HVEC, which the Remote App should totally be able to do.
I think this is a major bug.

Whether the lack of a feature can be considered a bug is a bit of a stretch.
I'm not a home right now to to speak with absolute certainty, but I'm pretty sure if I use the Apple Remote app to wake up my Apple TV 4, the Apple TV 4 wakes my TV, as long as the TV is on standby rather than powered off.

Right. It seems to depend on the TV. My 7-year old Samsung behaves like the OP's. The HDMI-CEC signals that ATV sends when wakened up by a Remote app are somehow different to those sent when wakened by the Siri remote. If I wake ATV using the Remote app, I need to tap the remote Home button for it to wake the TV.

Either way they should probably make use of that feedback link. One shouldn't have to guess at an additional press to wake things up.
