FaceTime activation error

I Am stumped

i cannot used facetime / iMessage on iPad mini

i get FaceTime activation error

i I can use another iPad facetime with my Apple ID

i can log in to iCloud on this iPad mini

i have a payment option also

for some added info when I try to get support Apple says my serial number not valid.

any ideas?
